- 1). Place a bill facing up on a table. Select a toothpick and curl one corner around it. Continue rolling in a diagonal direction across the bill and toward the middle. Remove the toothpick and repeat this for each corner. The curl should remain tight and all curls should be in the same direction--toward the center of the bill. According to Craft at Home, new, crisp bills will give the best result.
- 2). Flip the bill over and fold it in half width-wise. The curled edges should be on the back of the folded bill.
- 3). Cut a piece of floral wire about 2 feet long. Thread it through the center of the fold you made in the bill. Put the bill on the center of the wire.
- 4). Twist the wire together so it pinches the bill tightly in the center. Twist the wire down its full length to make the stem.
- 5). Shape the petals of the bill using your fingers. You want them to cup inward like a bud.
- 6). Repeat with the remaining four bills.
- 7). Put all the flower petals together so that they cup inward and around each other.
- 8). Twist the wires together to create the stem.
- 9). Wrap the stem in a spiral pattern with floral tape, snipping off the excess with scissors.
