According to Florida Sport Fishing, underwater fishing lights are effective at attracting fish. Bait fish attracted to the lights to feed on insects or plankton attract bigger fish that want to feed on them. There are some variations in Florida laws, by location, regarding underwater fishing lights that it are worth being aware of to avoid possible citations. - The Florida Fish and Wildlife Conservation Commission does not list underwater fishing lights as a prohibited means for taking fish in the state. As long as anyone fishing over, around or near underwater lights has the proper Florida fishing licenses and is using other, state-approved methods for harvesting fish, then they should have no problems.
- According to Captain Rod Walinchus, in Charlotte County, Florida it is illegal to " use any type of underwater light in the taking of fish from the waters of Charlotte County." Fishing around underwater lights is a misdemeanor in the county, but this rule does not extend to lights mounted above the water.
- Sea turtles use many beaches in Florida as nesting grounds. According to New Rules Project, sea turtle hatchlings instinctively head toward light at the beginning of their lives. Excessive light pollution can cause these hatchlings to head inland rather than swimming out to sea. To mitigate this effect, some communities including Sanibel Isalnd, have adopted ordinances restricting the types of lighting that can used near beaches. Some of the regulations include restrictions on wattage, bulb type and recessionaires to shield glow from lights.
