- 1). Measure and cut the solid-colored fabric to measure 9 ft. by 2 ft.
- 2). Fold the edges over 1/4 in. and iron. Keep the previous fold in place and fold over another 1/2 in. Press this fold as well.
- 3). Sew along the fold. Leave the ends open for insertion of the wooden dowels.
- 4). Connect the dowels using the dowel connectors so that you have two 9-ft poles.
- 5). Insert the poles at the top and bottom of the banner.
- 6). Glue the tablecloth weights to the bottom of the banner on the back.
- 7). Stencil the letters for the word "congratulations" onto the felt. If you are making a banner to celebrate a graduation, you could also write phrases such as "Congratulations Graduates" or mention the school's mascot name, such as "Congratulations Sun Devils."
- 8). Cut out the felt letters.
- 9). Lay the letters out on the banner so that they are equally spaced and arranged as desired.

Glue the letters into place with fabric glue. - 11
Cut an 11-ft piece of cording and wrap 4 in. to 5 in. of the cording around the ends of the top poles. Glue the cording onto the pole with fabric glue. - 12
Wait at least 24 hours for the glue to completely dry, then hang the banner.
