Do Lazy Americans Forgo Voting If The Weather Isn"t Being Nice?

Generally speaking, the weather on voting day does determine the outcome to some degree, and if the election is already very close, it could tip the balance.
Consider if you will a snow and ice storm.
Parents may choose it better not to risk getting in an accident in their car on the way to the polls, especially single moms, who might actually have to take their kids with them to go vote, or are unable to get a babysitter.
Those last-minute bus rides in the inner-city, where a union employee at a school district may borrow one of the school buses to take loads of people to the polling place may choose it not worth the risk to crash a bus that they don't have permission to take and borrow.
These sorts of things happen all over Ohio, Pennsylvania, and New Jersey to name just a few places where such things have happened.
In other words, it could affect the Democrats "ground game" as they call it.
Now then, all these different segments of our population, who might may they be voting for? Would they be voting for Barack Obama or Mitt Romney in the 2012 November presidential elections for instance? Would they have voted for John Kerry or President Bush in 2004? If there were severe storms prior to Barack Obama's first term in office while competing with war hero Senator John McCain who the Obama Campaigned falsely maligned, it may have had a completely different result to where we are today four years later.
Are you beginning to see my point? Those who are strong and committed Americans will find a way to the polls because they believe it's that important.
Those who are lazy, are scared, and just want a free ride from the government may not bother because they figure everyone else is going to go vote, and their candidate will win either way.
So, my question is; do lazy Americans forgo the voting if the weather is bad, too cold, too windy, or freezing? It probably matters very much the type of weather and the particular state we are talking about.
In states where the weather is commonly dire in the wintertime, it may not affect the vote much at all.
In places where the weather is generally good, but serious weather occurs on voting day it very well could change the election.
Incidentally, on the November 6, 2012 elections we are expecting inclement weather in some of the northeastern Atlantic areas of our nation.
There are many swing states there such as New Hampshire, Pennsylvania, and perhaps even Virginia.
Could this decide if President Obama survives or fails in his reelection attempt?
