Mathematically the answer is 'NO'.
Whatever bet you place on the Roulette Table the House always has an edge.
Percentage points the house's favor.
For instance: if you back Red there are eighteen numbers on which you will win and nineteen numbers on which you will lose.
The House will only pay even money if you win.
The same goes for every other type of bet.
If you play the 'runs' and the 'percentages', the House can be beaten.
Roulette is a game of runs.
Though the wheel is completely random certain factors never happen.
None-random events hardly ever happen.
It is possible that the numbers 1-2-3-4-5-6-7-8-9-10-11-12 could happen in the order described, but the chances of it doing so are so thin that it may not happen in one thousand years of play.
The art of winning at roulette is the searching for none-random happenings and taking advantage that the random wheel will quickly destroy none-random events.
For instance; assume that a Red number has been spun twelve times in a row.
This is a none-random event.
However this does not mean that a Black number will be the next number spun.
The odds are still 19 to18 against this happening.
What must be considered here are the chances of a Black number being spun in the next series of spins.
Obviously if you consider the next one hundred spins you are almost certain that a Black number will occur somewhere within the hundred.
Again mathematically, the chance of a Black number occurring within the next seven spins, are very favorable.
Almost certain to occur.
The problem here is that waiting got a run of twelve losing even money bets, it may take years of watching and not betting.
Not a very good method or system.
But you would be surprised that if you consider every Even Money bet how often a run of twelve does occur.
There are in fact 928 possible Even Money bets at Roulette if you consider the 924 Secondary Even Money Bets plus the four primary bets, Evens-Odds-Red and Black.
Within any sixty odd spins of a roulette wheel a run of twelve will nearly always occur.
Remembering 928 groups of eighteen numbers is impossible.
I'll bet you cannot remember the eighteen Black numbers without looking at the roulette table, never mind 928 groups.
Let us assume that you have a gigantic brain and you can remember the 928 groups, you now have to compare each group with the numbers spun by the wheel.
This task is so difficult that it rests only within the realms of computers to complete.
Several computer programs have been written that can handle the problem.
The owners of these programs just win and win.
Their only problem is that casinos keep closing their accounts.
I have only found one source for this program that can be obtained.
The others simply refuse to pass the program on.
To say that these programs are closely guarded is putting it mildly.
I think getting into the Bank of England's Vaults would be easier.

You can set the program to look for runs of six to sixteen.
Now you must consider the next seven bets in the run.
The Martingale 1-2-4-8-16-32-64 is the favorite.
This means that if you set the program to find a run of 13 and then bet the martingale you need a run of twenty loses to lose.
Twenty losses!!! It is possible but only just.
Try tossing a coin twenty times and see if you can make it come down 'heads' twenty times without one 'tails' breaking the sequence.
