One of the features of these changes is the elimination of flexibility in wage payment that the employers currently have.
Instead, the temporary foreign workers will be paid at the same prevailing wages.

Labor market opinions or LMOs will be used by the government to exercise greater control over the way vacancies are filled by Canadian employers with foreign nationals.
The LMOs will make sure that the vacancies are filled with foreign nationals only when Canadians with the required skills are not available.
The reforms are also directed towards the future, to make sure Canadian employers put measures in place to develop an indigenous workforce for the tasks for which they currently hire temporary skilled workers from abroad.
