- 1). Insert a tube of lipstick into a toilet paper roll, align the tube with the left end of the roll, mark the right end where there is cardboard overage, and cut off the extra material near flush leaving approximately 1/4 inch of wiggle room. Then, make one straight cut lengthwise across the tube. Place the bottom length under the top and with the lipstick still inside twist the roll like rolling a newspaper until it fits snugly around the tube. Make a mark on the bottom length that denotes where the roll will need to be bound and tilt it to one side to make sure the lipstick can move in and out easily. If it cannot, loosen your roll accordingly. Set the lipstick aside.
- 2). Cut strips of clear packing tape and wrap the entire circumference of the roll with the roll coiled to the mark you placed. If the roll feels unstable add another layer of packing tape. Cut one thick strip of tape and place it inside the roll along the seam so that it the seam does not prevent lipstick insertion.
- 3). Cut fabric into a circle slightly larger than the openings on the end of the roll. Using a paintbrush, apply decoupage to one end of the roll and secure the fabric, capping the roll's end.
- 4). Cut fabric into one strip that wraps evenly around the roll. Using the paintbrush, coat the surface of your roll with decoupage and place the fabric around the roll covering it in full. Smooth any wrinkles with your fingers. Add a coat of decoupage to the exterior of the fabric and allow to dry for the time specified on the container. A second coat may be applied for a more firm exterior. Allow to dry thoroughly.
- 5). Cut ribbon into two 8 Inch pieces. Using super glue, attach one end of each ribbon to the open end of the tube. The ribbons should be opposite one another on each side of the circular opening. Dry thoroughly.
- 6). Insert lipstick into case. Tie in a double knotted bow to secure. Untie to remove lipstick for use.
