There is no clear definition if one sound mechanism is better than its counterpart, so the end decision is up to you.
Individuals who have a defined sensitivity to various sounds may decide that a bedside machine is going to be better for them than one that would go into the ears.
The main thing that matters is that there is enough white noise to be able to be heard without causing any discomfort or pain.
