If he is an expert at ASP.Net then he will most likely be able to do everything that is needed in that code. Same for someone in PHP. However if they are not an expert in the language there will be some limitations that they can achieve. At the end of the day I would do my due diligence with any company you decide to use. Get references, see there past work, and meet them in person to get a good feeling about them. Also ask them questions about what programming language they are experts in. In general most companies are not experts in every language and they usually have one or two languages they use that they are most comfortable with and have the most knowledge. I would ask them what it will be built with in order to find out what kind of server you'll need to have and other functionality the website will have.
